The Annual Sum-Up Workshop on Renewable Energy International Collaborative Projects NDRC Energy Bureau

  In the afternoon February 9, 2007, the NDRC Energy Bureau called an annual sum-up workshop on the renewable energy international collaborative projects convened at Beijing Hi-Tech Hotel. Purposes of the workshop are to summarize progress of the international collaborative projects, look at the accomplishments achieved during 2006 and work plans and budget arrangement in the year 2007, and find out experience and lessons, existing problems, and possible solutions. Participants of the workshop include NDRC Energy Bureau director Mr. Guihui Wu, division director Mr. Lishan Shi, Mr. Zhipeng Liang, deputy director Mr. Zhou, Energy Institute director Mr. Wenke Han, office director Zhongying Han. The participants also include Jinkang Wu and Jing Fu from MOF, Tianruo Wang from Ministry of Commerce, Fengchun Wang from the People''s Congress. Total of 60 people attended the workshop, including staff from 7 international projects: CRESP, REDP, SWH, UNDP, WED, and EEP.

  Mr. Lishan Shi, director of the Energy Bureau, chaired the workshop. The workshop started by presenting work progress of the projects. CRESP deputy director reported project development in 2006. According to the annual implementation plan, the CRESP national, provincial, and investor''s capacity building activities have been carried out. However, unavailability of project fund has led to some delays. Currently PMO is actively working on solving the difficulties. Much preparation activities towards project management systems, national, provincial and investor capacity building have been implemented, which has formed a good foundation for the entire project progress. REDP, CCRE and other project have also reported their progress and introduced work arrangement for 2007.

   

  After project reports, government agency directors addressed that successful implementation of the international collaborative projects is not only relying on good relations between PMOs and international organizations, but more importantly on cross agency cooperation in order to ensure smooth implementation.
  At last, Mr. Guihui Gui, deputy director of the Energy Bureau made his wrap-up speech. He pointed out that in general, 2006 is a successful year in terms of project implementation, which has resulted the expected social and environmental benefit. Although there still exist some the unsatisfactory, we need to work together to solve them. Mr. Wu also proposed several requirements for the PMOs that firstly, the project implementation must be integrated into the overall RE development strategy and into the country''s entire energy development strategy; secondly, the reporting system must be improved to focus on some important issues; and thirdly, project fund must be well used and managed. He stressed that a well-established financial management system is critical so that activities should follow legal requirement and international organization regulations, and financial activities must be audited. PMOs should improve their own capacity building and management capabilities, fully understand the significance of the project, and work closely with government agencies for successful implementation of the projects.
